Tower Hamlets Town Hall, London Borough of Tower Hamlets, for London Borough of Tower Hamlets with Allford Hall Monaghan Morris, Richard Griffiths, Elliott Wood, Atelier 10 and Bouygues UK

The Georgian external facades of the Grade-II listed former Royal London Hospital are a Whitechapel High Street landmark. The retrofit has created a home for Tower Hamlets Town Hall within its 2.6ha site. The £125m development includes a new build extension that provides six floors of open plan, flexible office space for 2,470 council staff plus partner organisations, a new council chamber and associated meeting facilities.

3 Mills Studios, London Borough of Newham, for London Legacy Development Corporation, with Gort Scott and Freehaus

Located on the bank of the River Lea, 3 Mills Studios is the city’s oldest surviving industrial centre and has been a hub for TV and film since the 1980s. The retrofit project has created over 900sqm of new workspace for production teams through the adaptive and creative reuse of three key buildings: The Gin Still, the Grade-II listed Custom House and the Rush House. The improvement of flood resilience measures hopes to ensure the long-term preservation of this heritage site.

Fore Street Living Room Library, Enfield – London Borough of Enfield with Jan Kattein Architects

Funded by the Greater London Authority’s Good Growth Fund, the library and a disused garage yard have been transformed into a Living Room, affordable workspaces, public realm improvements and a school street. Elevated reading nooks and heavy curtains for privacy encourage a stronger relationship with reading. Increased opening hours and an events programme intend to bring local groups together

2023 Creative Retrofit Winner

Houlton School, Houlton, Rugby – Urban&Civic and Aviva Investors

This transformation of the Grade II listed Rugby Radio Station into a 6FE secondary school lies at the heart of this wider development of 6,200 homes. The C Station building has been restored, alongside two new teaching blocks, a sports hall and outdoor sports facilities. Dating back to 1925, the Rugby Radio Station site was once a communications hub of global significance, and is a well-loved local landmark.

Mary Ward Centre, London Borough of Newham, for Mary Ward Settlement with AWW and SD Engineers and Curo Construction

Queensway House, a disused office building on Stratford High Street, was transformed into a unique adult education centre, consolidating the charity’s education and legal support services. It serves as a community hub for lifelong learning, benefiting Mary Ward Centre staff, legal clients, students and the wider community. Approximately 65 per cent of the structure reused the existing concrete. The centre will serve 5,500 current students and future occupants, promoting education and support.
